Thread: senate stops funding for registration

    The Senate-passed omnibus budget bill, H.R. Res. 2, includes provisions that would suspend the funding for the NSEERS program and provide a funding source for refugees and asylum seekers. House and Senate appropriators will be meeting in conference to agree on a final measure. House and Senate appropriators shortly will be meeting to agree on a final bill.

    Funding Provision for the Special Registration Program: This provision, offered by Senators John McCain (R-AZ) and Jon Kyl (R-AZ), Edward Kennedy (D-MA), Dianne Feinstein (D-CA), Russ Feingold (D-WI), Pete Domenici (R-NM), and Tom Daschle (D-SD), would suspend funding for NSEERS, the controversial National Security Entry-Exit Registration System, which includes the special registration initiative, and would restore $165 million for border security. This provision also would require the Attorney General to provide Congress with documents and other information on the creation, operation and effectiveness of NSEERS. The amendment reflects the need to allocate limited funding toward building an effective entry/exit system, not supporting an initiative that security experts believe will not make us safer. The Senate-passed provision would direct additional monies to enhance these more effective programs.

    Members of Congress and immigration advocates have criticized special registration because it is based on national origin/racial/religious profiling rather than on effective law enforcement profiling based on intelligence information. In defense of NSEERS, the Department of Justice has pointed to persons caught at the border. However, there is good reason to believe that these people were caught through existing security checks.
