According to these, there's no difference between an USC and a PR applying for a family member since they have the same priority date.
    Is this information accurate?

I-130 Unmarried Son or Daughter over 21 of US Citizen 10/4/1998
I-130 Married Son or Daughter over 21 of US Citizen 10/4/1998

I-130 Spouse or Child under 21 of Permanent Resident 10/4/1998

Texas processes for the entire southeast. Do you really think that Texas handles more apps than CALIFORNIA? Or Vermont- which handles the entire northeast?? Both of them run 6 months instead of two years for I-130.

As for the processing times in the question- you are confusiong the I-130 processing to the *visa availability* which is the same no matter where you file. Check DOS priority dates.
