It doesn't take long, I am from florida, and I sent my application and fees to Texas center on 8/26/02 and received a Note of Action 3 days later 8/29/02, then fingerprints on 9/16/02 schedul for 10/15/02. after that the interview comes next.
INS received my application:8/26/02
received Note of Action :08/29/02
Fingerprints schedule :10/15/02
