    The following resolution should be of interest to all who favor secure borders. It amounts to a stunning rebuke of President Bush and the strongest possible rejection of his open borders policies by his own party in his own home county. The resolution was adopted this week by the Harris County (including Houston), Texas Republican Committee.
    9-11 Families for a Secure America wishes to thank Harris County Republicans for their recognition of the role illegal immigration played in the murder of our loved ones and their outspokenness in demanding change.

    RESOLUTION OPPOSING HOUSTON POLICE DEPARTMENT
    GENERAL ORDER 500-5
    PROHIBITING COOPERATION
    WITH FEDERAL IMMIGRATION LAW ENFORCEMENT



    WHEREAS, Illegal immigration is a growing problem in the country, in Texas, all border states generally and Houston specifically, and

    WHEREAS, Federal immigration law enforcement resources aren't adequate to police, protect and defend our borders, harbors, airports and our citizens, and

    WHEREAS, The 9/11 terrorists were assisted in their murder of innocent people by the lack of adequate immigration enforcement everywhere in our country, and

    WHEREAS, Federal law specifically allows local police departments to enforce federal law, including immigration law, and

    WHEREAS, The 1996 IIRIRA, Illegal Immigration Reform and Responsibility Act, states that, "The immigration laws of the United States should be enforced vigorously and uniformly,", and

    WHEREAS, Section 642 of IIRIRA, in 8 U.S.C. 1373(a), states that, notwithstanding any other provision of federal, state or local law, "a Federal, State, or local government entity or official may not prohibit, or in any way restrict, any government entity or official from sending to, or receiving from, the Immigration and Naturalization Service information regarding the citizenship or immigration status, lawful or unlawful, of any individual.", and

    WHEREAS, Houston Police Department General Order 500-5 states, "Undocumented alien status (illegal status) is not, in itself, a matter for local police.", and

    WHEREAS, G.O. 500-5, further states that HPD "shall not inquire as to the citizenship status of any person, nor detain or arrest persons solely on the belief that they are in this country illegally,", and

    WHEREAS, It is clear that HPD policy is illegal because it violates federal statute, and

    WHEREAS, The immigration problems of our country in general, and Houston specifically, wont be corrected without all levels of government working together, especially law enforcement agencies, now therefore be it

    RESOLVED, The Harris County Republican Executive Committee calls upon the Houston Police Department to rescind General Order 500-5 and declare it illegal, and be it further

    RESOLVED, The Harris County Republican Executive Committee expects that cooperation between the Houston Police Department and federal immigration law enforcement officials will begin immediately, and be it finally

    RESOLVED, The Harris County Republican Executive Committee expects fair, but thorough, enforcement of all laws, including immigration laws, by all federal, state, county and local law enforcement agencies and their sworn officers.
