I believe the 'antis' are going to view the proposed 6-year conditional nonimmigrant status for those who are currently in the country illegally as another form of amnesty. I don't think a bill with any flavor of amnesty stands a chance of passing. It will need alot of work.

There is one way for CIR to become reality.

A huge mob of natives somewhere in Arizona, Texas or California attack, rape and murder several hundred Mexican immigrants solely because of their immigration status and appearance. Law enforcement stands by ,joyfully laughing and encouraging mobsters. The news gets picked up by all major network. Whole world is horrified and Ahmadi Nejad suddenly looks like Mother Teresa in comparison when it comes to abuses of minority.
Then there would be a mighty turn around and very strong push for legalization, hec.k, illegals would even be granted citizenships in no time.

Absent of anything dramatic like that there won't be any momentum for passing of CIR in current climate if it has anything that can be interpreted as "amnesty" (legal status in any form or shape to those who are currently illegal).

Therefore, as i noted above, this latest bill is a big joke and would better be introduced on April 1st of 2010.
