Deportation proceedings in 1984 before IIRIRA. Was granted voluntary departure in May 1999.

Have not departed since then. This has been over 10 years. Has the statue of 10 year bar over by now and can I apply for relief or suspension of deportation?

Can someone also please tells me which statue applies to me, 244(e) pre IIRIRA.

Also the judge did not give me all the warnings and consequences of taking voluntary departure. The whole hearing lasted 20 minutes. Do I have any relief to appeal this to the higher court?

Yes, you can get relief, but only in removal proceedings, a claim of political asylum, withholding based on harm to a USC or LPR, or witholding under the Convention against Torture.

Your best bet is to go the the ICE office and see if they can get you a hearing.

If you follow fedNUT's advice, you'll probably end up in removal proceedings but possibly locked in detention until your hearing.

Your best bet is to have a consultation with a good immigration lawyer first before doing anything else.
