    No. But there is a time limit to prosecute.

    Of course, if you try and report it after seven years, the cops will probably just laugh at you, or investigate you for filing a false police report. Who reports a lost passport 7 years after it was lost?

    Identity theft or a requirement in some countries to reapply for a passport.

    This person is perpetrating the fraud. Her bf's passport is withheld by immigration authorities and she wants to bypass the system by fraudulently filing a false police report.

    There is no time limit to file a police report. One of the requirements for re-issue of lost passport in some countries is a police report. So if you are from one of those countries that require police report, file it. Police have too much work to do than investigation you.

    well, if one requests the passport from immigration and immigration doesnt respond, then one can file a police report that states exactly that
