When appearing for a merits hearing, how important is it to have taxes from 10 years ago done?

The person already gave the ij the taxes from 4yrs ago.

Or does this depend on the individual ij?

It depends on the individual's ij. In most cases it is five years. IRS only keeps copies of tax returns for six years, generally, unless there are tax issues involved. Transcrips can be for six years.

I was only able to get transcripts by phone going back 5yrs for my Citizenship interview (and they didn't want to see them in the end). Beyond 5yrs they said you have to get photocopies of the original returns for $40 each I think it was.
