Be realistic the world has grown much smaller with new technologies. If their would be elimination of H1 visa most of the companies would outsource to other countries the trend has already started. Even help desk and customer service jobs have gone abroad with call centres in countries like India.
It would be a big disaster for the whole economy if all development is shifted abroad because USA does need the highly educated people from other countries.
The previous immigrants who came to this country were poor and with little education and skills.
The new immigrans who come here legally are educated with skills that make us very competetive in the world. I would hate to see USA loose it is competetive edge and leadership in technology.

Countries like India, China and other countries suffering from brain drain dream actions like this from the US. We can debate all we want in this country but an outside view may help figure out who'd lose who'd gain.

The phrase 'brain drain' was a phrase loosely used in the 60's. A country exports what it has in abudance(law of ecnomics in bartering) Countries like China and India have a comodity like manpower used for production of goods in abudance hence cheap.
China and India both have the largest technically qualified manpower on earth so that is what they export.
You will find both these countries people have migrated all over the world. USA needs these comodities to produce goods and services hence the need for immigrants.
