Special Registration and DENIED Advanced Parole

What if someone was granted Advanced Parole to travel and upon arrival back to US, he was not allowed to reenter.He was given entry with an inspection date though.
Does He have to register?????

Wow - this scares me, I'm about to travel with my advanced parole. Is there a reason why he was refused to reenter? I'm scared of not being allowed to reenter. Thanks!

Initiallly, the Special Registration program came out at the end of 2002, to track foreign students from number of countries (mainly arabs) in the country. The purpose was to catch students who overstayed their visa, since the INS didn't have a tracking system set-up to do so. That idea was abolished, and was then used to track all foreigners who are entering the country at US borders, or now known as "US-VISIT". The US-VISIT is just like the old Special Registration... finger-prints, photos, Biometrics taken... once you enter the US, you dont have to do another Special Registration inside the country.

If someone was granted Advance Parole, and then was not allowed to re-enter, there is usually an issue on his/her previous status in the US. did this person overstayed before he/she left the country?

Could you explain about the US-VISIT more, please. Did you mean all visitors who are coming from Canada has to do US-VISIT thing...like fingerprints, bio-metrics, photos etc. Is it something new at US-Canada border?
