              Apple, it sounds like that is a state law, not a Federal law. At state colleges and universities, the schools (or the state legislature) set rules on who is eligible to be a resident for tuition purposes.

              Please note that even if the school allows you to study as a state resident, this does not give you any kind of valid immigrant or non-immigrant status. Depending on the terms of your visa, you may or may not be eligible to be a full-time student.

              As xx suggested, contact a local college and speak to the International Students office; they would likely know about this law (if it exists), and whether you would be eligible to enroll as a Master's student.
