    OFLC has released a new FAQ on the subject topic as follows: "An employer may use an electronic or web-based national professional journal to satisfy the provision found at 20 CFR 656.18(b)(3), which requires use of a national professional journal for advertisements for college or university teachers. The electronic or web-based journal’s job listings must be viewable to the public without payment of subscription and/or membership charges.

    The advertisement for the job opportunity for which certification is sought must be posted for at least 30 calendar days on the journal’s website. Documentation of the placement of an advertisement in an electronic or web-based national professional journal must include evidence of the start and end dates of the advertisement placement and the text of the advertisement."

    Question: Is the employer permitted to use an electronic or web-based national professional journal instead of a print journal when conducting recruitment under 20 CFR 656.18, Optional special recruitment and documentation procedures for college and university teachers?

    Obviously, I need to analyze how the hiring guides for teaching positions changed depending on immigration standards in different countries. A labor certification or PERM is an official document that has a very ambiguous history. The PhD essay writer experience and skills influence the salary and the applicants should know how they can apply.

        Another disadvantage to this process is that the employer must be qualified, meaning that colleges or universities must be recognized by the federal or state government as institutions of higher learning and provide bachelors or higher degrees, or offer courses that can be used as credit to such a degree.           An important aspect of the Special Handling case is that the application must be filed within 18 months after the date the formal selection decision is made. If the application is not filed within 18 months, then the employer will not be eligible to file PERM for the alien under the Special Handling procedure. In practice, if the date of selection is not clear, the date the job offer is made may be considered as the starting date for calculating the 18 month period. The recruitment procedure must be very extensive and well documented by the university or college, indicating the procedures involved in the selection and recruitment. It is important for the employer and potential employees to be aware of this deadline. In the event that the employer missed the filing deadline, the employer has the option to reopen the nationwide recruitment process or go through regular PERM processing.
