I am a US citizen and I met someone who lives in far east through the internet. Is it possible to apply for a fiance visa (I-130) without actually meeting her? Thanks for your time.

I guess you can but they will want to look at all the proofs about both of you. How you met, how long it has been since you met, so forth..

No, one of the main requirements of the K1 fiance is proof of a face to face meeting, plane tickets, passport stamps, itinerary etc. No way around it. Go meet her

You can file an I-130, but that will be denied if she is not your legal spouse, child, sibling, or parent.

You can file an I-129F for someone you intend to marry. That will be denied too if you have not met in person within two years or are waived the requirement. There are only two waivers. The first if it would violate strict and long held cultural taboos. If you can meet the girl on the net, you probably do not fit the cultural group.

The other waiver is for US citizens who would face extreme hardship if forced to meet the requirement. The funny thing here is that they will often waive the requirement for medical cases, only to turn around and deny the petition for public charge. Ha ha, those crazy kids.

So go and meet her and establish a "real" relationship.
