  • Immigration Law Question: N-400 or N-600?

My friend is from Greece and entered with his parents when he was 2 years old, his parents are both US Citizen and he never applied for Certificate of citizenship, my question is ,,,, he is now 29 years old and was 16years old when his parents became citizens, can he still apply for N-600? He is a permanent resident and does not have a copy of his green card he claims he lost the card. Should he do the I-90 first?
