Basically her green card is expired. Does this mean she is now an illegal alien?

Lol,You're sister is NOT an illegal immigrant just because her Green card expired.A green card basically represents a persons Permanent Residence status here in the United States & that NEVER expires as long as the person follows all the laws of the United States hence the "permanent" aspect.

All you sister has to do is follow the directions on USCIS.gov to get a new one.

I agree with Lyric that your sister in law is not illegal.

However, I would strongly urge your relative to submit the form I-90 to renew her green card.
