Can a person who is a citizen over 21 years old petition their mother who enter with a visa B-2 in 1995 - Can they do an I-130 and I-485 at the same time? Or would it be faster if her husband petition's her, he is an LPR, will be a citizen in 02/2012.

Yes. The son can petition the mother and do an adjustment of status.

Was anything ever filed for the mother before now?

No there was never any filing applications, this will be the first, we were advised to do the I-130 with the I-485, and that since her US son is 21years old he can petition her, it would be faster then her husband who is an LPR, thank you for your prompt reply.

Yes, it would be faster. A visa number is available immediately through the son, but not the husband (until he becomes a citizen).

          And you're welcome
