Do I need a passport to enter the U.S. on foot from a neighboring mexican town? I'm a permanent resident with green card and valid U.S. driver license.

Yes, you do. Everybody entering the US must have a valid passport and that includes US Citizens.

No you don't. Mexicans who have their permanent resident cards DO NOT NEED PASSPORTS to re-enter U.S. Please see this link found on the Customs and border Protection website: http://www.getyouhome.gov/html/esp_placeholder.html
