    What does the processing time in USCIS website mean for N-400 applications? Are they interviewing applicants with that receipt date or are they just reviewing applications with that receipt date? If it is the latter, how long more does it take to get the interview?

      Midnightstorm,
      I think it means they are processing the oldest applications received, on that date thats shown.

      Processing means they are now getting to look at those files received on that date and after, and sending out interview appointments for those people.

      That is, its been explained that those dates there mean the OLDEST file they have the officers processing. Some officers may be a little ahead of that date, but the OLDEST case being looked is that date you see there.

      For example, if you have 4 officers working on April 2004 N-400 files, with each of their dates as follows:
      April 4
      April 8
      April 16
      April 22

      the date that you will see for processing for that office will be April 4, 2004.
