I am not expert but as far as I know, mother has more rights.

It depends on the state law and attitude of judges there. If he is employed and can provide for the child, that will be his advantage in any event as dependants of E-2s cannot work, but in any event dependancy ends at 18, doesn't it? She is 19?

Dependency ends at 21 for USCIS purposes. However, rights depend on the best interests of the child and are usually exclusive of status in the U.S.

I think Tak is right and with the opinion of federale86, he can have an advantage if he is employed.

They are engaged and living together. "Rights" will come in if they break up and then it will depend on which state you live in as to the 'rights' one parent has over another. Most states seem to want a parenting plan with both parents having custody of the child (ren). You might want to contact a divorce lawyer to see what your state's laws are on custody. Grandparents don't usually have much of a say over anything.
In the meantime, why don't you let them live their own lives. It really doesn't matter if YOU are happy - how does she feel and how is she doing. That is what counts.
