Why is it that you cannot adjust status from withholding when the standard of proof of persecution is so much higher than that of Asylum? Can the withholding order be removed?

If asylum is a lower standard, why not apply for asylum instead of witholding?

Because w/d can be granted to almost anyone under CAT, while you must be admissible to be granted asylum. And there is no time limit to file for w/d while asylum claim must be filed within one year period after arrival to US (unless read fine print and etc).
Therefore you must meet higher standard for w/d.

Withholding of deportation can be rescinded if there are no longer grounds for it's maintenance.
