My wife is here in the U.S. on a K3 visa. We are due to have a baby in October. She would like her mother to be here when the baby is born. Her mother does not have a job or any substantial income. She would not qualify for a tourist visa. As a USC, is there anything I can do to get her some sort of temporary visa to visit?

Your wife is still on non-immigrant visa, therefore, her mother will have to apply for visit visa to attend to your wife's care after birth. However, in USA, there no such custom. So it will not be a strong grounds to grant her visa. She will have to quaify on her own merits.
Your wife can only sponser her mother when your wife is US Citizen hopefully in four years from now.
