To Hong:
It depends on where you are located and what INS District Office is serving your area. In a normal way the applicant get Fingerprint request form in about 4 to 6 months. After Fingerprint Report arrives then they schedule Interviews. Once a person passes at Interview then it takes about 1 - 2 months for Oath Ceremon. But it also depends on workload at your local INS District Office. In all it usually take about 8 10 months.

Thanks, I think Los Angeles INS office has the jurisdiction over my abode. But wait, do I mail the N400 directly to CSC or to INS local office instead ? I think I'm instructed by BCIS's website to mail N400 to CSC. What do you think ?

N-400 are sent to Service Centers not to local INS offices.
