    As of now, we are only allowed one MTR with INS
    judge. I am wondering, if this was inacted in transitional rule, MAT90 or IRRA 96.

      MTR is always once. You can not make same motions to the same court again and again. You may appeal the decision of the Judge.

        It can be my memory deception. But I think, I have read in past that once it was allowed multiple MTR, and it was a tectic that immigration lawyers used to play to keep deportation pending. I just can not recall where I have read this.

            Only one motion to reopen is allowed and its also timle bared. Applicant can apply for reconsider,( also timely bared), appeal to the motion to higer court,( also timely bared), until exhausted.
            Case can be reopen if Cervise wants to Joint the motion OR servise want to open their own motion.
            sometimes within very special circumstances second MTR considered but its completely depends upon case.
