    I am planning to transfer my H4-dependent visa to F-1, My ques is once I get it approved do I have to to go to my Homecountry for stamping or can the Indian Embassy here do it. center is Nebraska

          If you want a stamp that allows you to go in and out of the US you need to go to a US consulate outside the US. That could be in the home country or another third country (like Canada) but they are getting more strict about not encouraging that.

          If you just want to stay in the US you do not need a stamp in the passport, just the approval papers.
