Canadian Medical

The case is as follows. A person I know is over 65 years old and suffers from diabetes and hypertension. She wants to visit her son in Canada as a tourist. All documents were sent by her son to support her application.
The Canadian Embassy asked her to take a medical examination from their designated panel of doctors.
What is the procedure followed by the Canadians in granting the visa. Do the papers go back to Canada and will the visa be issued from there? Or will the visa be issued from the Canadian embassy in my country. What will be the time frame required for issuing the visa?

In addition to other requirements for a visit visa to Canada, it is one of their condition that the applicant is in good health. At the time of Interview, if the Visa Officer had observed that the lady was not in good health, so he had asked for Medical Examination by a approved Doctor of Canadian Embassy. If Visa officer is satisfied with the Medical Report then Visa will be issued otherwise they will refuse it. Canadian government does not want that people should come there with medical conditions and then seek medical treatment for free or people with communative diseases should come there. This is all because of public health risk.

She is from India and the papers were sent to the Canadian Embassy in New Delhi. She has not been interviewd.
When the papers were first sent they were returned because she had not undergone the medical examination from the designated panel. The papers have been resent along with the medical reports.
Does anybody have any idea of the time that will be required for the processing of the papers for the tourist visa?

When visa papers are sent by mail it usually takes 10 15 working days for them to take action.
