You can divorce in your current jurisdiction, regardless of where the marriage occurred.

Once you divorce, your husband would retain his conditional green card until its expiration.

My understanding is different. Once divorced, conditional resident status is terminated. The husband would have to file I-751 waiver right after the divorce and try to gain permanent residenc on his own.

Had he waited to enter the USA 2 years after your marriage (May 2008) he would receive permanent resident card.
