In a very good way it will help the overall problem of abuse in wages and mitigate the attraction of sneaking across the border.
It removes that which gave employers reason to usurp those legal in favor of illegal. In short. If you have to pay someone 8.00 an hour regardless where they came from. Who's it gonna be, illegal or legal? Especially given the fact hiring illegals comes with the possibility of a retaliatory ICE raid by the legal.

I read several times. Where I reside Many rules Are Not Same. Or Better EXP. The Rules are same Just Not enforced! (COMMONWEALTH)!!! Question? Whats Worse? The criminal? Or the system itself??? The employers are put on notice. Granted, there will be those who ignore them and continue to hire the illegal at 4.50 an hour. What do you think will happen once the illegal finds out he can get back pay for the last year at 8.00 per hour? No worries about the state labor board calling ICE? PAYDAY!
Sure, the employer will get whacked with a back pay order. Be kind of hard to collect it though, when deported. Anonoymous calls and all.
From that point forward the employer will probably start asking one question. 'Where were you born?' East L.A. ain't goin to cut it, LOL. People usually have to learn their lesson the hard way. This is one.

Several US states have commonwealth designation. These are Virginia, Massachusetts, Kentucky, and Pennsylvania. The commonwealth designation was important as these states originally defined their governance in direct opposition to the governance of the British Empire. The designation now lacks meaning and has merely been retained as a salute to the past history of rebellion that freed the US from British rule.
Commonwealth is for the most part old school. As in hundreds of years ago it meant something. As it pertains to immigration it means less with immigration being a federal issue. Ok, maybe if the British try to invade again the meaning may have a renewed interest. Last time I checked, didn't see any tri-masted ships or iron clads in the harbor, LOL.

I think it has to do with internal affairs of the state. The townships and how taxes are collected. I happen to work in PA and pay taxes directly to the township. That is not in NJ or NY where tax dues go to the state and are distrubuted to the townships through the state. Not sure, but I think it would be the reverse order for a commonwealth where the state gets tax dues from the townships.

Even I don't see any problem with this document except the part that says you have the right to fair treatment. I can name a number of jobs where I did not get fair treatment, and there is no recourse for that unless you have a strong and able union. Otherwise unfair treatment could be your lot. However, the rest is ok, because that deals with the law. Unfair is much too general a term. It appears that DOS is giving out rights that it cannot give. Suppose I am a non-immigrant worker and the office provides coffee, but I don't drink coffee? That is unfair. DOS needs to edit that publication.
