Do you think I'll be OK as long as I follow what INS said on the letter? also,I'm from Japan and do you think this is the reason they are going to deny my I-601? what is "hardship" means for I-601?
also, where should I submit my papers? when I checked BCIS website, seems like I have to file I-485 at local office or nebraska svc ctr.so as the I-601 too?

you will be fine, just file the Package . there is recent changing for filing system so check with the DHS website for filing I130 and 485 package where to file. You don't need waiver I-601 right now for filing AOS but you may need later. Not filing waiver will stop you filing for AOs. Japan has nothing to do with the outcome of waivers either. You can go to other website to check how to file waiver and requirements but if i wore you I will not take suggestion from that web site because people don't know what to do when it comes to file a waiver. their have waiver 601 as an answer to every immgration problem. They still debate if the waiver should be filed in first person or third person. Also be careful about the suggestions about unnecessary theories put into the waivers because that pis sed officers off too. the funny part of that website is people suggest to put hardship to you dog etc... if the immigration is that simple , these attorny who make money from you , may have to change their profession and look for another job.
