Your phone calling today was the difference.
We've never seen a more beautiful display of immediate and powerful grassroots response that in an overnight situation changed the direction of Congress.
You all were amazing!
The Hostettler/Gallegly amendment to H.R. 1950 passed the U.S. House of Representatives by a 226-198 vote late this afternoon. It would greatly disrupt the efforts of foreign governments to help illegal aliens in this country through special ID cards if the Senate approves and the President signs the bill with this amendment. Mexico's matricula consular cards for Mexicans living illegally in the United States are the most notable example.
Frankly, when we heard about this amendment last night, none of us at NumbersUSA thought there was much chance of it passing. But we campaigned like crazy the next 18 hours because "you just never can tell." Plus, we knew that the House Leadership would be watching the vote to guage the strength of our movement.
I think everybody involved with this effort -- sponsors, other Members of Congress, staffers -- was surprised by the ease of passage of this amendment because it came from outside Leadership, from outside the International Relations Committee which created the bill and WAS OPPOSED VIGOROUSLY ALL DAY BY THE STATE DEPARTMENT.
We first alerted you at 2:30 this morning. From reports all over the Hill, we know that many of you were calling offices as soon as staffers opened them up at 7:30 and 8:00 this morning. And you called all day, especially as we provided you updates, feedback and new requests.
Congressional offices were stunned because staff and Representatives had gone home Monday not even knowing this amendment was being offered. The Rules Committee only agreed to let it come to a vote late Monday evening. Imagine the shock of the staffers to have so many of you being the first to inform them about something happening that afternoon.
Believe me, that creates a buzz, with staffers calling other offices and the sponsors to see what's going on.
Your calls succeeded in framing this vote as something of a referendum on whether the country endorses illegal immigration or whether it wants to send signals that it opposes foreign citizens breaking our immigration laws.
We were hoping at least to ensure that the vote was close enough so that the impression of the strength of our movement in Congress would not be damaged. You have no idea how excited we were when we saw the Yea tally crossing above 210 and then 220.
A change of only 14 votes would have given a different outcome. There is no question that your phoning today affected far more than 14 votes.
This kind of last-minute, emergency activism only works if a high percentage of you respond to our request for action and respond very quickly. IF YOU DIDN'T RESPOND TODAY, please make a pledge to do so the next time you get one of these opportunities so you will know that you have pulled your weight to protect the future of our country. Next time, please don't rely on someone else to pull your weight.

The breakdown was (a couple of Members changed their votes after we sent our first Victory email):
Republicans: 203 Yeas 21 Neas
Democrats: 23 Yeas 176 Neas
Independent: 1 Nea
Not Voting: 11
As I told you in earlier emails, the GOP House majority leadership was looking at this vote today to see if the House has enough support for immigration reforms to justify bringing up larger and more important bills during the rest of the year.
Clearly, that was made apparent today.
