I have a pending I-130 for my husband at the VSC. I was planning on filing for K3 now but I learned that DCF is available in the country we were married in. I know I can just file the petition all over again thru the consulate and cancel the case pending at VSC. Is it possible for me to request that the case be transferred to the consulate instead?

It is unlikely that you can transfer the case, because one involves the State Department, while the other includes the Department of Homeland Security. The best thing to do is to do what you have planned.
