does INS has a time limit to make decision on 1-687 ( css/lulac) cases according to court settlement? some people think they must approve or deny within a year. others think no limit. please HELP.

on my case css/1-687 I apply aug04,interview on june05,denied on june06.Reason for deniel one of my affidts past away and one move to unknownlocation.even I have their notorized affit.16yrs ago.
