S12, I truly try not to respond to your posts, but does it make you feel better to continually bash people? Does it really make you feel better to berate people and throw the less than 80 IQ quotient out there? I guess I can't relate to the obvious satisfaction you're getting out of this. You need to contact the American Immigration Lawyers Association and ask them. There are no federal, or state statutory requirements, but there are generally accepted business practices in the ABA, AILA, and so forth. However, if the motion was filed wit the court, he/she can obtain the cipy from the court's clerk.

I know that it is a violation of lawyers code of ethics (at least in NY, where you say he is) for attorney to refuse the copy of client's file
(upon demand, after attorney/client relationship is over).
You will need to do a little research to find that particular code.
