All,
Finally I can say that CSPA works. Let me give the details.
Priority Date: Mar/28/1991
Date Became Current: Apr/2003
Son's Age in Apr/2002: 21 Years, 2 months
Visa Date: June/2/2003
Category: F4
My son's name was take out from all of the documents we received prior to Visa Date.
I copied the form and filled out the information for my son. Still didnot receive the Medical Exam order for my son.
When we went for the interview this morning, we were asked who is missing person. There supposed to be 4 in total. We said it's our Son who just turned 21 and we didn't receive any documents for him. Our son was waiting outside. He was called in and given the Medical Exam Order Number. They put our visa on hold, and said once we'll have the Medical exam report for our son then they'll issue the visa for whole family (Myself, wife, daughter (17 Years, and son (21 years). I hope this information is helpful for other people. We're going for my son's Medical Exam in the morining and after that we'll be getinng our long over due Visa.

Can you share the official language under which the visa was issued. I mean under what clause of CSPA etc.

Mr. President,
They didn't provide any specific about what clause they have applied. But we were asked to sit aside for 2 hours, then they decided to give the medical order for my son. We are done with the medical exam for my son. We will be going to get the visa in the morning (June/4/2003). Acutally I have put the wrong date for my son's Age. He was 21 in Apr/2003. He was still aged out. Sorry I couldn't satisfy your request.

We got our visa last week.

Your son is qualified because he aged out AFTER August 6, 2002.
