my mother is only a LPR she filed an I-130 pref. For us last Nov 2001, I'm 19 right now in what year will I able to file a CSPA? how many years will i have to wait?

You have to wait your turn. Right now you are in F2A category. When you turn 21, your petition will move to F2B. If your mother becomes USC, she can request conversion to F1. Obviously, you have to stay unmarried.

Depending on your country, the wait times will vary. If you are from PHILIPPINES OR MEXICO, wait times are longer than rest of the world.
