The misrepresentation would have to be material to the issuance of a visa, or entry, or it would have to have shut down a line of questioning that might have otherwise have rendered her inadmissible or ineligible for the visa.

Going from a F1 to GC based on marriage is not fraud in and of itself. If she married with a fraudulent intent to enter a marriage for the sole purpose of obtaining a green card (not because she fell in love), then that may be considered fraud. However, it will prove very difficult especially if the USC or LPR spouse refuses to act.
