Does anyone know whether INS performs background check during the Greencard Renewal process?

Most definitly they do! That is the whole purpose of the renewal process; to "weed" out ineligable lpr's. By the way: the renewal deal was passed in the end of the 80's.

As far as I know, INS doesn't finger-print you when you submit your renewal application and I haven't heard a single deport case caused by green card renewal.
