is there any kind of law waiver etc. that makes it easier or faster for someone who has been in the us illegally for 11 years to become legal

my husband entered in 1994 uninspected. He has never left the us since. we have been married 3 years.

There is nothing that you can do to legalize your husband from within the Us. Was this the first time that he enterered illegally? Was he ever deported? Was he using any fraudulent documents such as a ssn#? Did he ever state that he was a US citizen when in fact he wasnt.
You can file from him but he will have to go back to his country and wait for your applicataion from them. Also you will have to file a hardship waiver that will be needed to circumvent the 10 year ban that he will trigger when he does leave.
Sorry news is not better.

Yes this is the only time he enterd the us. He was 16 yrs old at the time. he has used ssn# that belonged to his father who has the same name. He has been here since 1994 and has never left. He also has not been in any kind of trouble other than traffic violations. He does have ITIN # and I have filed our taxes together for the last 3 years. I read somewhere about the act of 1996. what is that all about?
