my question is if somebudy is on removal proceeding and he was stoped by the police for a trafic violation can they know about his immigration status and if so can they turn you to the ins.

Yeah, if the INS puts a warrant out for your arrest and are willing to come get you.

I got this from the INS webpage:

Q: The police arrested someone and INS has a hold on them, how can I find out information about them?

A: When local authorities arrest a foreign born person, the authorities generally contact INS. At that time, an initial determination as to whether or not the person is subject to removal/deportation laws is made. If it appears that the subject is, then a detainer is filed with the facility having custody. A detainer simply tells the facility that once the subject is finished with the current incarceration that INS needs to be notified before the person may be released. That person may then be taken into INS custody in accordance with immigration laws. Any restrictions placed on that person based on the fact that INS has lodged a detainer, are controlled by the rules of that facility or agency and INS has no control over these matters. First, contact should be made with the jail where they are being held to determine if they are currently in custody under state/local charges or are they being held solely for immigration. INS may have very little information on a subject, until such time as the person is released to the INS detainer.
