Is there a special "diplomatic channel" embassies use/have when sending No Objection Letters to the State Department? I have a pretty interesting scenario I hope someone can help me with:

Attaining my No Objection Letter was a real pain. I had to go through a contact that knows someone in the consulate to issue me a No Objection Letter. All in all, my contact did get the letter with all of the consular letter head and what not from them and will be sending it to the State Department. Considering the State Dept. wants all No Objection Letter direct from the embassy/consulate, is there a system they use knowing its directly from the consulate/embassy? Is there a "special postal" procedure?

Again, my contact is going to send my letter with all the procedure and letterhead received from the consulate and mail it off with no hints that it was handled by the contact. I'm not suggesting in any way that my letter is going to get tampered with, but this is the only way that I can get my letter to the State Department since my consulate doesn't seem to have the time to do it themselves. Would the State Dept. check metered stamps business' use, or would it be best to send with stamps?

I apologise for any inconsistencies and confusion in this inquiry. Its just that I've been frustrated upon learning my consulate won't send off the letter to the state dept.. Thanks for your time.
