So I-130 requires "any foreign language document must be accompanied by a full English translation that the translator has cetified as complete and correct, and by the translator's certification that he or she is competent to translate the foreign language into English"

Now my marriage licence is in Chinese, and I can get a Chinese friend who is US resident and is fluent in both languages to translate. But what is meant by "Translators' Certification" ?

Can she just make a statement saying she is competent? Or maybe get that notarized? Or does there have to be some formal third party accreditation?
