you can't get work permit based on I-130. Work permit is connected to I-485, and you can file I-485 only when you priority date (when I-130 was filed) becomes current.

Have you checked Visa Bulletin? (see my post above). That will give you some idea how long you have to wait.

Your situation is not simple, and you don't have many choices. The outcome (whether you can adjust status in the USA or not) will depend on timing.
