Income Tax Rates in China
The tax on an individual's income is progressive. As at 2005, an individual's income is taxed progressively at 5% - 45%.

A limited company in China is liable for tax at the rate of 33% in 2005. This tax is made up of a 30% national tax and a 3% local tax.

Companies in China that are located in specific legally defined areas pay company tax of 24%.


Capital Gains
An individual's capital gains are taxable in China at the rate of 20%.

Capital gains tax for a Chinese company is added to the regular tax.

A 10% deduction at source is made from the capital gains of a foreign company in China.

On taxing capital gains from the sale of real estate, when calculating the capital gain the purchase cost is deducted from the sale price at the 20% rate. When the capital gains are in excess of 50% of the purchase price, the rate of capital gains tax fluctuates between 30% - 60%. (It is 60% when the capital gain is over 200% when compared to the cost).

Tax % Monthly Income (CNY)
5% 1 - 500
10% 501 - 2,000
15% 2,001 - 5,000
20% 5,001 - 20,000
25% 20,001 - 40,000
30% 40,001 - 60,000
35% 60,001 - 80,000
40% 80,001 - 100,000
45% 100,001 and above

The table relates to income from a business. Income from a wage is taxable at 5% - 35%.
Passive income such as interest and royalties is taxable at a standard rate of 20%.

Overseas Income

An individual and company who are Chinese residents are also taxed on their income outside China and receive a credit for overseas taxes.

Qualification for residence for an individual:
Permanent residence in China while an individual who has no permanent residence in China but has lived in China for less than 5 years is taxed on his income in China, or overseas income that has its origins in China.

Reporting Dates and Payment

The tax year in China ends on December 31. It is compulsory to file a report and pay advances monthly or quarterly (monthly for individuals).

The date for submitting an annual report and arranging payments is up until May 31. There are fines on arrears. Foreign companies in China are obligated to submit an interim report every three months (advance payments should be paid within 15 days of the end of the quarter).

An individual whose entire income in China is from a salary or whose income is subject to a deduction of tax at source is exempt from submitting an annual report.


An employer is obligated to submit a monthly report on his employees' wages and to pay the tax deducted within 7 days of the end of the previous month.

Yeah, Hudson. I should have said "almost" opposite. The CPC adopted (economically) communist doctrines with western capitalist trimmings since the 90s(?).

OK guys, I have not been swayed by anyone personally, because I make my own judgements.

I have read and listened to what everyone has said regarding each party on here. I have read all the information that everyone has posted. Taking every point into account.

I can't vote yet but if I did, I think I have found myself swayed to a different party. Its a first for me I can tell you.

Well I if I could vote, I would be voting Republican now.

Jeez never thought I would say that!

Funny you should metion that Sprint...
For years, I have never classified myself into a particular category, although Independent is what I have formerly associated myself as being politically, after careful consideration and review of some of Davdah's postings, I will definitely be voting Republican this year as well. Thanks for the insight into your party D!

Key Polar Bear Habitat Sacrificed for Oil Industry Profits

On February 6, the Bush Administration leased nearly 30 million acres of sensitive polar bear habitat in the Chukchi Sea for destructive oil and gas drilling. Record-setting bids from the Shell oil company and six other oil giants totaled $3.3 million. The administration proceeded with the sale despite the oil industry's failure to develop an effective method to clean up oil in broken-ice waters. Oil-covered polar bears have almost no chance of survival. Once exposed to spilled oil, polar bears would almost certainly die from ingesting it while trying to clean themselves. NRDC and our partners will fight in federal court until the Bush Administration cancels these lease sales and examines the risk of spills and other environmental impacts from oil and gas development in vital polar bear habitat.

Arctic drilling rights sale smashes record

ANCHORAGE, Alaska (Reuters) - A sale of oil and gas rights in U.S. waters of the Chukchi Sea, off the northwestern coast of Alaska, has brought in a record $2.66 billion despite protests over the opening the environmentally sensitive area to drilling.

Oil company bidding for the acreage being offered by the federal government's Minerals Management Service surpassed the previous record set in the early 1980s, underscoring how high oil prices have transformed undesirable high cost regions into exploration hotspots.

The federal government, in its latest budget, had estimated it would receive only $67 million for the acreage, said MMS Director Randall Luthi, who traveled from Washington to attend the sale.

"It is now worth the money to explore some of these areas that were so expensive and are still so expensive to get into," Luthi told reporters after the bids were opened.

Royal Dutch Shell, which has targeted Alaska as a key area for exploration, was the most aggressive bidder and lodged the highest bid, offering $105.3 million for a single exploration block.

Shell was pleased to pick up the territory, which included areas that Shell had explored in about 25 years ago but relinquished as uneconomic, said Annell Bay, the company's vice president for exploration in the Americas.

"I see it as a proven, prolific and undeveloped hydrocarbon basin," Bay said. "This is an opportunity to develop a proven and prolific basin to supply energy security for North America."

ConocoPhillips, Eni, StatoilHydro and Repsol YPF were also active bidders. Conoco offered several millions of dollars for many individual tracts, often in direct competition with Shell. ConocoPhillips' highest bid for a single tract was $71.1 million, though Shell outbid it for that tract, according to preliminary results.
"I don't think I was surprised because there has been a lot of interest in this area," said Marilyn Crockett, executive director of the Alaska Oil and Gas Association. "The turnout today indicates there is a strong potential resource out there."

The MMS believes up to 15 billion barrels of recoverable oil reserves and 77 trillion cubic feet of recoverable gas reserves lie beneath the Chukchi Sea.

Earlier exploratory activity confirmed the presence of oil but there was little interest in the area due to the high cost of producing oil in Arctic waters. The previous sale of oil and gas leases in the Chukchi in 1991 brought in only $7.4 million for 30 blocks.

The auction of 5,355 exploration blocks covering 29.7 million acres, 25 to 50 miles (40 to 80 km) offshore, has been opposed by environmentalists who say too little is known about the possible impact of drilling on populations of polar bears and walruses in the area.

Allegations that the U.S. Fish and Wildlife Service deliberately delayed its final decision on the possible listing of the polar bear as an endangered species to ensure the sale was able to proceed have added further controversy.

A small group of protesters, one dressed in a polar bear costume, braved temperatures of -24 degrees Celsius (-11 Fahrenheit) outside the public library in Anchorage where the lease sale was being held.

"I wish I could have money so I could bid myself to save my ocean," Earl Kingik, an Inupiat subsistence hunter from the Chukchi Sea village of Point Hope, said during a break in the bid opening.

Kingik said he was dismayed at the intense interest in drilling the waters off his village.

"We consider the ocean our garden, and we want to keep our garden clean," he said.
Alaska native groups and environmentalists are already fighting Shell's plans to drill on acreage in the adjacent Beaufort Sea.

Shell had planned to drill four wells on its Sivulliq prospect during the summer of 2007 but was blocked by a court challenge to its environmental permits.

Oil production from the Chukchi Sea is at least a decade away, MMS officials said, citing the need for an undersea pipeline to connect the remote area with the Trans Alaska Pipeline.

Greed, lets explore that for a moment. Is it greed that our Gov wants to keep our society intact? Is it greed that we as well as the rest of the world are dependent on the free flow of oil? No, its looking at reality. Even Hillary saw that reality and voted YES on Iraq.


And yes I will admit Republicans would like to earn some decent money. But who doesn't? The rich Democrats, thats who. They want me, you, and everyone dependent on them. You see, they are greedy to. Greed for power over people. The difference is this. The Republicans want wealth for everyone. Hence the reason for lower taxes for all. The Dems on the other hand use the tax code to impoverish you and force you into dependency.

Lets talk about war shall we. What party was president when Vietnam broke out? Democrats, you got it. How many countries did Bill Clinton Bomb while he was in office? Lets not forget, we didn't even have a war then. There were many. As a matter of fact Bill was labeled an Aggressor by the Cato institute due to the flagrant use of military against nations who had no hostilities towards us.

Political propoganda aside Iperson, have you really looked at both parties use of military? A footnote here. Which president put a stop to the last war? Nixon, a republican.

I liked you, but after that picture and what you said, I don't want to bother ever talking to you again.

Yes I know about the war Mrs! My brother was in that war, been there several times and was in Aghan and again there now.

He has been in Bosnia, Gulf War, and every darn war around the world.
I am proud of him to serve my country and serve alongside the Americans and every other country that has joined forces.

He has witnessed many killings, saved lives of civilians let alone other soldiers from other countries.
He doesn't want to go to War but it is his duty.

I hate war, who does?! Being a republican does not mean you support the war, or like war.
Voting for R or D's does not mean you like everything they want or did. You can vote for them for various of reasons.
