if an LPR I30(F2) has been upgraded to IR1, will the spouse be eligible for K3 Visa?

I don't see why not.

USC spouse should file I-129 for K3. You go for both visas at the same time.... whichever comes through first.

i was really wondering before if K3 visa is eligible only for those who filed I130 as a USC,and i thought those upgraded petitions only are not eligible for it.
