A person entered USA through Mexico without inpection( EWI ). He has a valid EAD card and AOS now in process. This person has no I-94 form and belongs to one of those countries.
Does he needs to go for special registration?

Yes. No exceptions. Unless he wants to get into DEEP s... later on in the AOS process.

Actually, you should check the INS website, it is my understanding (although contradictory) that if you weren't inspected, you do not have to register. I would talk to a well-known lawyer like Siskind or Wolfdorf, but I've seen this posted on several of those sites. It is one of the weird contradictions of SpecReg -- those who are trying to be honest, in entering with inspection, get screwed.

Buddy: if your last entry was not as a non immigrant, u dont have to register.Plus you were not inspected. If someone ask you later why did you not register, show them their own provided description which clearly says these details....so in short...NO non immigrant...NO registration.

If you are a male born on or before February 24, 1987, and If you were inspected by the INS and last admitted to the U.S. as a nonimmigrant on or before September 30, 2002 If you did not have an application for asylum pending on January 16, 2003, and If you will be in the U.S. at least until March 28, 2003.
