A guest worker program hasn't been enacted by either house of Congress yet, and it needs to be enacted by BOTH. The only thing really on the table now seems to be AGJOBS, but that would apply only to a limited number of agriculture workers--and that too has to get through both houses. Since the House of Representatives has many reps who don't want amnesty of any sort, it'll be an uphill battle.
It seems highly unlikely that either AGJOBS or a Guest Worker Program will become law. The American people are NOT in favor of any relief for illegal aliens who show no regard for our country's laws or sovereignty. I live in Arizona, and we are quite literally being overwhelmed by illegal immigrants. Arizona voters enacted Proposition 200 at the 2004 election, which denies state benefits to illegal aliens. The Proposition passed with a sizable majority and, having been upheld by the courts, is now the law. The people of Arizona have shown that they are opposed to any amnesty for illegal aliens, a sentiment that is shared by the majority of Americans in other states.
