I'm not defending Michael but.... there are a LOT of employees of private companies that not only post on bulletin boards as often as they like during the day but also engage in chat while "on the clock". It might not be against their company policy to do so and the same could be said for Michael's situation. He may have the ok to post on boards during his breaks, surf the internet, etc. Some companies now even provide "quiet" rooms for their employees to take their breaks in and provide internet access while they're in there. There are a lot more serious things to worry about than where and what Michael is doing.
