Hope someone could enlighten me with my questions. I am a spouse of a greencard holder. My husband filed an i-130 for me on May 2004. Upon reading the visa bulletin the priority date for F2A in the Philippines is April 15,2000. But there's a note at the bottom that says:
*NOTE: For September, 2A numbers EXEMPT from per-country limit are available to applicants from all countries with priority dates earlier than 15SEP97. 2A numbers SUBJECT to per-country limit are available to applicants chargeable to all countries EXCEPT MEXICO with priority dates beginning 15SEP97 and earlier than 15APR00. (All 2A numbers provided for MEXICO are exempt from the per-country limit; there are no 2A numbers for MEXICO subject to per-country limit.)
I'm confused. What does it mean? How long will I wait for my visa to become current? The visa bulletin states the waiting time is 4 years. Is it accurate? Pls. advice. thanks.

Four years sounds about right.

Your best bet is to have your husband seek citizenship and then petition you as his wife. You will have immediate priority as the wife of a USC and can file the K-3 (assuming you are in the Philippines).

How long has your husband had his green card? He can apply for citizenship after 5 years (minus 90 days).

my hubby got his green card jan. 2004 but he went back here in the phils. for 2 months. When can he apply for citizenship?

He can apply for citizenship 5 years from the time he was granted LPR (minus 90 days).

Is he just visiting the Philippines? Or does he live there?
