What is the exact rules about two year home country requirement? is it continuous or aggregate? Gov webiste says "aggregeate" but some lawyers have told me two years from expiry of last J1 visa?

It can be aggregate but it must be spent in the country of your citizenship or last permanent residency (not a third country, like Canada).
