Good news, can get passport within 3 days from DC, but unfortunately they can't pay for him to get back. But they will help out as much as they can and now they have his details in system, they can help process things quicker.
Basically unless for extreme cases, they usually do the calling for you, call family and friends both here and the UK to see who could fund the money for him. I can understand that.
At least they care and will do whatever they can for someone, which is a good thing.
He is now closer to getting home
