Only frausters would fear a Request For Evidence. An RFE is just a warning letter to run. It is very generous of USCIS to give the criminals a chance to run or withdraw their application.
For someone who claims to know the Immigration system, you sure don't know much. RFEs are very common. All they are asking for is more evidence. it has nothing to do with a possible denial unless you can't provide what they ask for.
As the levels of applications have dropped thanks to the recession, the USCIS now have time on their hands and are issuing RFEs for almost every application.

The lawyers shouldn't complain. It's more money for them. If you send in bank statements, as requested, but not all pages. You will get an RFE. I guess they want to check if any money was spent. You know, to see if you let your spouse go to the store instead of making her grow her own food.

The complaint about them is because all of a sudden more RFEs are being issued, especially for L1 and H1 visas. Often for things that already have been given. Can't possibly be because the USCIS wants to slow things down surely? Coincides with a recession hmmmmmm?

No, conicides with fraud. USCIS' National Security and Fraud Detection is causing some problems for the H and L scammers. Watch out Brit, ICE Man cometh.
